open a picture, wich you want to change.

create a new layer and select a brush-tool with soft edges (change oparcity to 20-40)

the best way to brush the snow is, to click and make a round movement with the mouse. having good result do it again and again.

I started with the building.(see left)

then i brush the snow on the car an the street.

after that i choose an other brush ( ) to create snow flakes on car's windshield. to darken the ski use the burn-tool ( ) .

the flakes: create a new layer color it black an apply filter / noise / add noise ... (amount = 70; gaußsche nor. ; monochromic = on).

then filter / blur / gaussian blur ... (radius = 1.5)

after that press strg + l (levels) and absorb this settings 66|1.00|130 .

set the layer to "screen". (if the snow flakes are not to visible enough duplicate the layer with your snowflake).
